SECTION VI: Detailed Chronology of Events
(Condensed Narrative Timeline)
- February 2024: American National Insurance (ANI) publicly announces its strategic decision to exit the homeowners insurance market in nine states, including Oklahoma.
- May 30, 2024 (AM): LPD 911 Director Jessica Carter (wife of the Asst. Chief of Police) provides a "script" to the suspect, Theleka Williams, on how to manipulate an LPD response to the claimant's home (A5.pdf).
- May 30, 2024 (21:40): Surveillance cameras detect "Human Detection" and intruders on the property (A3.jpg, A117.png).
- May 30, 2024 (22:20): After a 40-minute delay, Williams calls the LPD non-emergency line, using the script to create a false record (A2.pdf). LPD (Officers Hackley, Brooks, Aguayo) responds and clears the call by 22:48.
- May 30-31, 2024 (~23:50 - 00:15): After LPD has left, video evidence captures a group of individuals entering the home, and then exiting approximately 25-30 minutes later. A still frame from the exit video (A118.png) captures an identifiable face, which the claimant identifies as Theleka Williams.
- June 1, 2024 (03:35): WO1 Shugard calls 911 while watching intruders live (A119.png), reporting a "person in a blue jumpsuit" (A10.pdf). LPD (Officers Lt. Bordelon, Noel, Harrelson) responds. Despite the real-time, accurate intel, officers clear the call and insert a "Restricted Law/Medical Narrative" (A10.pdf).
- June 1, 2024 (06:26): WO1 Shugard calls 911 again reporting intruders. Dispatch logs it as a "RESIDENTIAL BURGLARY" (A11.pdf). LPD (Officers Peck, Hackley) responds and clears it "Code 4" (no report) (A11.pdf).
- June 3, 2024: The suspect (Williams) makes a "welfare check" call to LPD, stating the claimant has "no physical/medical/mental conditions" (A153.pdf).
- June 4, 2024: WO1 Shugard calls LPD to provide video evidence. Officers Schulte, Brandon, and Pierce respond (A120.pdf). They refuse to view the video, consult with the suspect on-scene, dismiss the felony as a "Civil Matter", and threaten to arrest Shugard. Lt. Schulte adds the false "ptsd and mental health issues" narrative to the log (A120.pdf)—a direct contradiction to the suspect's report from the previous day.
- June 5, 2024: The suspect sends a blackmailing email, admitting she was at the residence and that LPD "asked [her] to formally file charges" against the claimant (A9.pdf).
- July 3, 2024: WO1 Shugard escalates the complaint, emailing evidence directly to LPD Command Staff Major Whittington and Captain Mason (A26.pdf).
- July 4, 2024: Less than 24 hours after the email to LPD command, the suspect sends a text (A28.pdf) proving inside knowledge, warning that LPD has "placed ur house on the map for being a dope house" and that the claimant is "classified as a threat to urself and others per Lawton Police" and warning of the "court systems".
- July 5, 2024: LPD responds to a call from the claimant's associate reporting a break-in. The log (A150.pdf) notes a Red Sedan on site, and LPD runs its VIN (3JB2FEG23MJ000626), which is linked to the suspect, Theleka Williams.
- July 18, 2024: ANI receives the online claim submission.
- July 19, 2024: ANI adjuster David Skinner conducts a sworn statement (A92.pdf). The claimant reports that Skinner refused to continue recording as he detailed subsequent damages (A102.pdf).
- July 25, 2024: Claimant films video of suspected surveillance device in his daughter's bathroom (A96.mp4).
- August 21, 2024 (ANI Denial): ANI sends a partial denial letter (A94.pdf) explicitly stating, "We tried ordering a police report... and the police indicated that no police report was filed".
- August 29, 2024: WO1 Shugard sends a formal dispute letter to ANI (A32.pdf), requesting re-evaluation, noting uninspected damages (surveillance devices), and advising of intent to seek outside oversight.
- Sep 21, 2024: WO1 Shugard submits a detailed 18-page online felony report (A33.pdf).
- Sep 23, 2024: LPD rejects the report, stating a "burglary... can not be completed on line" (A36.pdf).
- Sep 25, 2024: ANI sends a letter (A95.pdf) holding the claim "without action, pending... a copy of the Police Report".
- Oct 15, 2024: WO1 Shugard emails Det. Adamson a real-time report that the suspect "forced her way in" (A43.pdf). This report of a new felony is ignored.
- Oct 28, 2024: In response to the claimant's dispute letter, ANI's Special Investigations Unit (SIU) escalates the claim, demanding an Examination Under Oath (EUO) (A45.pdf).
- Nov 6, 2024: ANI's attorney, Bill Cathcart, schedules the EUO at the conflicted law firm Zelbst, Holmes & Butler (A116.pdf).
- Nov 13-30, 2024 (The "Catch-22"): LPD rejects a second online report (A47.pdf), now claiming it's a duplicate and to "check with him [Det. Adamson]" (A48.pdf). On Nov 29, Adamson texts, "I have not received a report yet" (A51.pdf). On Nov 30, LPD sends a final rejection, stating, "You will need to follow-up with Detective Adamson because there is already an original report" (A52.pdf).
- Nov 18, 2024: WO1 Shugard objects in writing to ANI's attorney regarding the "personal conflict" of the EUO location (A77.pdf). ANI's attorney replies, "you are not entitled information developed during American National's investigation" (A111.pdf).
- December 2024: Suspect sends fraudulent "confession" letter (A80.pdf, A90.jpg) and grievances (A97.pdf, A98.pdf, A99.pdf), which corroborate the claimant's core facts.
- Dec 13, 2024: ANI's SIU (Heather Broyles) sends a letter to the OID (A100.pdf) containing material misrepresentations, including the false claim that Skinner spoke to the claimant on July 18 ("the same day") and the false narrative about the "county jail."
- Jan 7, 2025: After 8 months, LPD (Det. Adamson) is forced to file a phone report, finally assigning Case Number 2025-00001497 (A64.pdf, A89.pdf).
- Jan 10-14, 2025: Immediately following the creation of the LPD report, ANI's attorney (Cathcart) re-engages the EUO process (A109.pdf, A108.pdf).
- Jan 22, 2025: WO1 Shugard notifies Det. Adamson via text that ANI is using the "schizophrenic" comment in its report to the State Insurance Board (A58.pdf). He also provides context for his professional relationship with the suspect (Peer Review Board) (A60.pdf).
- Jan 23, 2025: Det. Adamson acknowledges receiving the Peer Review Board transcript (A61.pdf) but simultaneously adopts the suspect's conflicting "sexual relationship" narrative (A59.pdf, A69.pdf).
- Jan 29, 2025: Det. Adamson texts that the DA (Cabelka's husband) has declined to file charges "Due to lack of evidence" (A62.pdf).
- Feb 4, 2025: WO1 Shugard files a formal, notarized complaint against officers Schulte, Tyler, and Howard (A88.pdf, A68.pdf).
- Feb 7, 2025: In response to Adamson forwarding the DA's "he said she said" dismissal (A69.pdf), Shugard asks Adamson via email: "...if that's the case... who was the person with her..." (A70.pdf). Adamson ignores the question.
- Feb 10, 2025: The City of Lawton officially responds to an open records request for the June 4, 2024, bodycam footage, stating, "there are no responsive record(s)" (A114.pdf).
- February 2025 (EUO Harassment): ANI's attorney (Cathcart) schedules the EUO but fails to schedule a court reporter, forcing a postponement.
- Feb 27, 2025 (Coordinated Failure): On the exact same day, two lockstep events occur:
- LPD: Chief James T. Smith sends his final, official rejection of the complaint, supporting the "civil situation" narrative (A67.pdf).
- ANI: Attorney Bill Cathcart conducts the rescheduled EUO, engaging in over an hour of harassing, irrelevant questions (20-year-old work history, family addresses). m
- July 25, 2025: ANI's SIU issues its final, official denial of the claim (A106.pdf), blaming the claimant for delays.
- September 15, 2025: The property at 7614 NW Castlerock Pl is foreclosed.
- November 17, 2025: The property is scheduled for a final Sheriff's Sale.
