SECTION IX: Requested Actions (Formal Complaints for Review)

This Case File serves as a formal complaint to all receiving agencies. Gemlogic, on behalf of WO1 Shugard, requests the following specific actions:

   
• To the U.S. Department of Justice, Civil Rights Division, and the FBI (Civil Rights Program):
  Gemlogic requests a formal "pattern or practice" investigation into the Lawton Police Department for systemic corruption and civil rights violations under 42 U.S.C. § 1983. The evidence provided documents a conspiracy involving the LPD Assistant Chief of Police, the 911 Communications Director, and patrol officers to (1) create a false "mental health" narrative to deny services to a disabled veteran, (2) actively collude with a criminal suspect, (3) retaliate against the claimant, (4) manufacture a "catch-22" to block the filing of a felony report, and (5) destroy or conceal bodycam evidence (A114.pdf).
        
• To the U.S. Department of Housing and Urban Development (HUD):
  Gemlogic requests a formal investigation into American National Insurance (ANI) for discriminatory practices in violation of the Fair Housing Act. The evidence proves ANI seized upon a perceived mental disability (the "schizophrenic" and "mental health issues" narrative created by LPD) as a pretext to deny housing-related insurance services, which directly led to the foreclosure of the claimant's home.
        
• To the U.S. Department of Veterans Affairs (Office of the Secretary):
  Gemlogic submits this file as evidence of a systemic failure by local institutions to protect a 100% disabled U.S. Army veteran.
