The LPD's actions were not a failure to investigate; they were an active, coordinated effort to dismiss a felony burglary and protect the primary suspect.
- Systemic Conflict & Premeditation: The LPD's 911 Emergency Communications Director, Jessica Carter, is married to the LPD Assistant Chief of Police, James Carter. Evidence (A5.pdf) confirms Director Carter provided the suspect, Theleka Williams, with a specific "script" at 10:00 AM on May 30, 2024. This proves premeditation. That night, surveillance (A3.jpg, A117.png) detected intruders at 21:40 (9:40 PM). The suspect did not call LPD until 22:20 (10:20 PM) (A2.pdf)—a 40-minute delay. This proves the call was not a real-time report of a crime, but a coordinated, delayed action to provide a cover story after the intrusion was successful. This conflict taints all subsequent LPD actions.
- Dereliction of Duty (False Reporting): In his official response (A67.pdf), LPD Chief James Smith stated officers responded "two times" to the residence. This is a verifiable falsehood. Instead of acting on this verified report, they inserted the first "Restricted Law/Medical Narrative," (A10.pdf) establishing a pretext to deny service.
- June 4, 2024: LPD officers (incl. Lt. Schulte) responded to the claimant's call to provide video evidence. They refused to view it, dismissed the felony as a "Civil Matter," and inserted the second false narrative, labeling the veteran with "ptsd and mental health issues" (A120.pdf).
- Bad Faith "Expert Witness" Contradiction: LPD's reliance on the suspect as an "expert witness" for this false narrative is a bad-faith pretext. The LPD's own logs show that on June 3, 2024, the same suspect (Theleka Williams) initiated a "welfare check" and stated the claimant had "no physical/medical/mental conditions" (A153.pdf). LPD's use of her contradictory story less than 24 hours later proves a willful intent to create a false pretext.
- Retaliation and Cover-Up: On July 3, 2024, the claimant escalated his complaint to LPD Command (Major Whittington, Captain Mason) (A26.pdf). - The "Catch-22" Blockade: LPD blocked the claimant from filing a report for over six months. Furthermore, when the claimant challenged this narrative by asking Adamson to identify the other individuals in the burglary video with T.W. - DA Conflict of Interest: The case was finally presented to the Comanche County DA, who declined to file charges (A62.pdf).
